In Townsville, we face a wide range of challenges that interact and influence the sustainability of the city's support and governance systems such as transport, water, energy, communications, healthcare and social services.

The Townsville City Council is working with the energy utility, private enterprises, educational institutions and community organisations to 'figure out' new, innovative and collaborative ways to reduce the impact of the challenges whilst building resiliency to change and connecting people and organisations through the integration of these support and governance systems.

The Townsville CBD is a catalytic focal point for the transformation of the city to a Smart Infrastructure and Sustainable Energy future where a number of synergistically complimentary sub - projects are underway and embedded in the progression of the city through the partnerships and strategic direction of council (Figure 2).

By improving quality of life, lowering energy costs, attracting human capital, raising the city's global profile and reducing costs to the community, Townsville has the potential to be a catalytic driver for economic development in Queensland and Australia. "Cities are increasingly evaluated by potential residents and industries on their ability to provide greater liveability; large scale business and investment networks, streamlined and integrated government services and sustainable solutions which are suitably subsidised" (IBM Smarter Cities Australia) or where financial instruments that are practical, implementable and accountable exist.
